Ghulam-E Musthafa is an attempt by its makers to help its countrymen to unite and treat each other's communities with love affection and respect. Ghulam-E-Musthafa (Nana Patekar) is an orphan brought up by an underworld don (Paresh Rawal) known as ABBA. Musthafa meets a girl Kavita (Raveena Tondon) a dancer by profession. But before their love can blossom into marriage, Kavita is killed by the rivals of ABBA. At this point Musthafa's attitude undergoes a radical change. He leaves his profession & swears to protect Mr. Dixit's family which is threatened by a nexus of the underworld and politicians. To help the distressed family Musthafa makes a deal with the politician (Minister Imteyaz) and ABBA. He wins the bye-election for the ruling party and decides to hand over himself to the force of law. However the very existence of the underworld and the politicians is threatened if Musthafa goes behind bars. They decide to eliminate him and Musthafa accepts the challenge.
